And they have already signed a lot of players in recent times. This is why this deal is as crucial to the Blues, as it is to Arsenal and Bundesliga champs Bayern, who are also interested in signing the attacker.

And, at the start of the season, Arsenal wanted both Declan Rice and Moises Caicedo. However, West Ham have been tough-balling the Gunners. The latter are still trying to get a deal done for the West Ham skipper, after the club rejected their first bid for him.
With that being said, Mikel Arteta and co. want to be sure that Declan Rice will sign for them. There have been claims that Manchester City is also interested in the midfielder. If that is the case, then Arsenal have to take sufficient precaution as to have a backup plan.
Caicedo could be that plan. And with Arsenal showing interest in signing Havertz, Chelsea are waiting for things to pan out. But, if the Gunners continue to stall talks, the Blues might have to wait a bit longer. If the talks with the Hammers break down for Arsenal for any reason, they can always turn to Brighton then.
