Simon Phillips mentioned that Liverpool is displaying interest in the £80 million England international as well.

Arteta reportedly wants to bring in two new central midfielders, a winger, and maybe a new left-back if Kieran Tierney leaves. The Times claims that Arsenal may rekindle their interest in Moises Caicedo. The Scotland national team member has started only four Premier League games so far this season.

Arteta knows he has to strengthen his team’s bench as Arsenal prepares to play in the Champions League again for the first time since 2016–17. As a result of their easy passage through the Europa League Group Stage, Arsenal has been able to make the fewest changes to their starting Lineup of any Premier League team this season.

Given that Rice has already expressed a desire to play in the Champions League, it is quite probable that the 24-year-old will join the Gunners in the coming months, barring any unexpected turns of events involving Liverpool or Chelsea.
